I found INPA to be pretty accurate in detection and testing of PDC errors. Are you not testing each sensor individually in INPA? You could also use DIS. If you end up having to replace the sensors, get OEM sensors - expensive but works long-term. I got cheap ones from ebay and they did not last more than a few months before going bad again.
