The YouTube video (from the screen shot you posted) has info that answers your questions.


The video has an upload date in 2010...then reveals that the video is a "TEST". And is probably the reason there's a big ol' monitor mounted in front of the dash.

Active Hazard Braking, a research project conducted by BMW Group Research and Technology into the avoidance of rear-end collisions, aims to make maximum use of this minimal timeframe. The existing proximity warning system can detect accidents before they happen, alert the driver in good time, preload the brakes and, in the new BMW 5 Series, activate the brakes as well. But Active Hazard Braking goes further, initiating an autonomous braking manuever, if required. At relative speeds of 80-130 km/h, the research prototype can even use braking to avoid an accident, rather than merely limit its consequences. The system can also detect stationary vehicles. Work is continuing on motorcycle recognition.
