It is absolutely not supposed to stay on. Once the key is removed a 16 minute timer starts that kills power to that circuit unless interrupted by something. That something more often than not is the FSU which though seemingly functioning normally will not stop pulling power in a way that prevents sleep.

I would pull the FSU and see if the light goes out like it should. Easy to get to from the starboard side of the transmission hump
