Correct. Your amp at 4ohm load (your sub's impedance) is giving it 400w(ish) RMS. 1200w is only possible at 1ohm (probably over rated a touch too). I could not find your sub's specs but it's probably about 400w and so your amp is matched well with it.
The two JL Audio subs are wired together in parallel I'm guessing to provide a 2ohm load to the amplifier which in your case would be 800w RMS with that Rockford according to your spec sheet. I'm assuming the JL subs are 4ohm drivers. I put 600w in my previous reply, but your spec sheet shows 800w RMS at 2ohm.
