It is not uncommon for that dust cover to get bent in a way that it would contact the rotor and if the rotor has a lump of rust on it it might be hitting that once per revolution.

I drove it after work yesterday and it doesn't always go with rotation of the wheel. It seems like it does sometimes but then it goes silent and comes back at different speed than the wheel rotation.

I'm really hoping it's the bolts on the plate, especially since 4 of them connect to the sway bar that might be the issue too.
