Oh yes, I am very familar with this TCU. It was fitted in my 05/2004 M3. As you can see from the label its certainly a BMW TCU made by Motorola, however it has BMW Assist functionality ONLY.
To cut a long story short, this TCU was fitted in MY 2004 cars BEFORE BMW rolled out Bluetooth officially with Assist ... Its a bit misleading because theres a Bluetooth passkey on the label, and owners were getting passkeys in their vehicle documentation as well. Even dealers were selling cars with the promise that the car had Bluetooth. Of course when we all received our vehicles we knew that wasn't the case! Rumor has it that BMW simply ran out of time to get Bluetooth and Assist functionality rolled out for MY 2004, so it was delayed until MY 2005.
Theres nothing that can be done to enable BT in these TCUs. They are junk (if you want BT functionality).
