Measure the distance from rim to fender each corner. If they are to spec the system is likely working. It is having some problem interfering with changing the height.

Do this simple additional test: come up toward a wall with your headights on and hit the breaks firmly for a solid second or so and let up. With the nose dive the headlights should auto level and again when the nose recovers. That will tell you the height sensors are working at least on the right side.
