Nope. The throttle is the vane in the throttle body of the engine that actually controls the rpm.

The "gas pedal" has a pair of potentiometers measure the pedal position and report that to the the ECM.

There are two sensors for redundancy, usually if one fails you can still get hair throttle so I'm thinking of more likely a plug is disconnected either on the ECM side or the gas pedal.
