CA Referee - Secondary Air monitor incomplete

Hi All,

Need your desperate assistance. My 2002 X5 3.0i is unable to pass CA Referee smog test.

Secondary Air monitor is not setting to complete. All other monitors are complete.

There are no error codes, i used 4 different Android apps for scanning and none is showing any errors. Even my mechanic used 2 of his hand scanner and no error codes.

I have cold started the car 30 times which is supposed to set secondary Air monitor as completed but no luck, driven full "BMW Drive cycle" 15 times as well. Followed below link and got all monitors ready except secondary air monitor.

I checked secondary air pump, working fine. Replaced secondary air valve, vacuum tube, electric valve, non return valve. The whole secondary air system runs as expected when i start the car when completely cold for 1.5 min and then shuts down. I followed the below link and concluded that Secondary Air and all components are working properly. My mechanic also agrees that Secondary air system is working perfectly.

I also have BMW Scanner 1.4.0, which is showing a DME internal Error, but this shows up some times and not always.

I took my car to 2 other mechanic's and they can't find any problem. Did a smoke test for vacuum leaks, and there is none. Also replaced CCV valve and all housing, DISA valve, both upstream and downstream O2 sensors, cleaned throttle body and idle regulator valve.

Also, Heated Catalyst monitor & EGR shows up as N/A, is this correct status for 2002 X5?
