I haven't heard of that test. The most definitive test I know of for a vacuum leak is a smoke test. Puts smoke into the intake system under pressure. Smoke will come out anywhere there is a leak. Another option is to take a can of carb cleaner spray and spray it around the intake system. If there's a leak, it will suck some of the spray in and the idle speed will change.
