Consider: that even though 44 is suck to us that is quite a lot cooler than 95c.
Put those into absolute scale and you get 317 vs 378 or 0.839. Back in a cooler climate where a hot day is 30c the math is 303 / 378 = 0.802
So by being in the hot climate you've only pushed the ambient from 80 to 84% of the temp of the engine.
Cooling comes from the difference however so you go from 95-44=51 to 95-30=65 or 27% better cooling in the cooler climate or 21% worse cooling in the hotter climate. Make the pump push 20% faster or the radiator have 20% more surface area and the cooling will be near identical. I wonder what is included in the gulf option. Must be something like that.
A smaller pulley on the water pump would run the pump faster and the fan faster that would be a pretty simple cooling improvement. Just a possibility.
