In the winter...the BMW IHKA control panel will not blow air at max speed (or at all) onto the passengers until the engine warms up enough to at least blow warm air into the cabin. It's called the cold start arrest...see info below which mentions the e38...but this carries over ot the IHKA systems used in the e39 & e53 (generational cousins):
