Question, do I do both front bags (unknown age on current bags) and the front distribution valve? Or just the bags first to see how that goes? Or vice-versa and do just the valve? How do I get the front end up enough to move the car without dragging on the flares?

If the front bags have deflated the front valves alone could not explain it. Even if the front valves are open the bleed valve would also have to be open for the bags to deflate. So I would start with the bags.
EHC2 control unit is also notorious for having internal failure especially regarding the control of the front bags.
