Not sure what does not coast means.

As far as doesn’t change with speed that can be perfectly normal.

Example. If at 52 mph the off balance of the wheel finds a resonant frequency of a control arm you’ll get say a 26 hz vibration.

That 26 Hz is the resonance so even though the shake might be 12-14 or 24-28 the sound will be 26hz based.

If the sound is much higher like you mentioned “whine” then number one suspect is tread.

Again likely not a direct transmission but found something like s body panel with that frequency.

Do the vibration test.
