Does this occurs even in the summer time? Normally a delay shift is programmed into the trans so that in the winter time it aides in warming up the fluid in the trans. Could be a bad tmp sensor in the trans that is not reporting the correct temp to the EGS (Not TCU) or DME (Not ECU).
