From my research including failing several tests and passing when the guy running the test said I would fail just before running the test is that the wording implies you can have any one monitor not set but the only monitor that I'm aware of that fits that exception is the EVAP monitor.

I was trying to find the picture I took in 2018 of my friends truck which was the example of no EVAP but no luck I may have texted him directly
