Been back in the bay area for a couple of weeks now. Normal temps again, and this "feature" still works every single time I turn the key to off while the wipers are in intermittent. I don't think my 2001 high cluster 3.0i has rain sensing. My wiper stalk goes from bottom to top in these positions (from testing, and they all appear to be independent of rain or not): off, intermittent [adjustable interval with the knob on the stalk], slow, fast).
So I no longer thing it is temperature dependent. The operation of this feature is 100% reliable. Kind of surprised that I'm the only one who has this. Car is not tweaked or pimped out in any way at all. No LEDs, aftermarket alarms, secret switches, other programmed features I'm aware of.
So trying to help others, I guess the story is that if someone wants this feature it is probably possible to turn it on if you know the magic.

Do you have foxwell? It can access the rain sensor if you have one and walks through calibration. Wife's is disconnected and used to run full speed on the intemittent setting but after a calibration it runs intemittent. Annoyingly not speed sensitive.
