Hi there. I did end up doing it and did have to remove the whole bumper. I just don’t think there is any possible way to remove the screws holding the housing by going through the little plastic grill. Note that in my case the housing was held in by torx screws, which I didn’t realize for a while (since it was hard to see) and thought I had stripped screw heads. Once I realized my mistake it was easy.

The bulbs themselves thankfully are easy to replace just through the mini grill. But if your housing is destroyed or damaged, than the bumper comes off.
