I am NOT an expert on these by any means - just an enthusiastic owner - but it does seem odd that in your second image, the actual boost pressure is well below the boost target value. In fact, the actual boost value at 2,200rpm is the same as at idle - which does not seem right at all.
I'll need to hook up INPA to my car and take similar readings. Give me a day or two...
In the meantime, here's a boost value vs target graph (from a tuned M57TU2 in a 2009 X5 E70, I think) - it shows that the actual and target values track pretty closely, which is what I would expect.
