Edit: The commentary that the reviewer makes in the video about the real winter (nordic) tire vs. the regular winter tire is backed up by my experience as well. Nothing touches a true winter tire on icy surfaces. "Performance" winter tires feel like all seasons, just a little bit better in icy conditions.
That's the same video I posted. The conclusion of the video was all season tires were best option except in areas of heavy snow and ice. And if those conditions happen a few times a winter, all season tires are still the best choice. So unless one is in an area of long winters with lots of heavy snow and ice winter tires are not the best option. Also that in all categories budget tires will not deliver the best results.

As for what summer, all season or winter tires are best there is a lot of subjective conclusions. It's like determining the benefit of engine mods using a butt dyno.
