And if those conditions happen a few times a winter, all season tires are still the best choice. So unless one is in an area of long winters with lots of heavy snow and ice winter tires are not the best option.

As for what summer, all season or winter tires there is a lot of subjective conclusions. It's like determining the benefit of engine mods using a butt dyno.
