But even when I set ihka temp to 32c, pump isn't running, until I start webasto.

I already forgot you are talking about 3.0i, not the typical 3.0d with mandatory Webasto. If there is a separate voltage supply wire from Webasto to aux water pump (this can be clearly seen on Webasto wiring Pin 1), it must be controlled by Webasto and bus signal from IHKA. If the voltage comes directly from IHKA then it must be coded as active on IHKA.
