To me it sounds like changing the clock spring has made your car think the steering wheel is turned at an extreme angle, the “power loss” you feel is the stability control cutting engine power and applying the brakes because it thinks the car is in a dangerous maneuver that may cause a rollover or loss of control. Do you have a scan tool that shows current steering angle? If it’s not at 0 or close to it when the wheel is straight that could be causing your problem. Did you relearn the steering angle sensor after replacing the clock spring?
To get it to a shop try deactivating DSC at startup before putting the car in drive. That might help to get it someplace for recalibration.
