While the rubber gasket on the boot pipe connection is flexible I'm not sure that the boost pipe can be rotated very much. There are two attachments for the flange on this pipe - a hooked attachment and a single bolt opposite the hook, as can be seen in this image..
But having said that, if the gasket is OK and the hook and bolt are present and correct, any movement must be "normal".
