I've found that the solder repair only works long-term when you tin (cover with solder) BOTH the steel plate contact location AND the metal tabs on the bulb holder. This creates a solder-to-solder contact that seems to (finally) cure this issue.
This assumes the steel plate is still correctly located and not loose from heat destroying the plastic plate mount points...
