If the compressor won’t kick on, low side and high side pressure will be equal (and too high). You can’t add to a system that isn’t running unless it’s basically empty.

Roughly speaking, I’d expect a system at rest to show around 90 psi. (Don’t make any decisions based on that - it varies system to system and by ambient temperature by quite a lot. The only thing 90ish psi tells me is that the system should have enough in it to kick on and function at least somewhat.)

You have enough pressure in the system for it to turn on. You’ve got ti track down the cause of the compressor not kicking. A bad aux fan connection can do it.
