The level arms connected to the sensors may be oriented wrong. It can be installed in such a way that the linkage will not actuate the sensors.

Similar happened to me when I did airbags. Figured it out after taking it for a spin with actual values displayed on INPA and voltage output of level sensors were not changing even with suspension obviously working.
