Ok, so provided that the OP has corrected all of the air intake leaks. Essentially, wouldn’t the diaphragm be leaking metered air into the crankcase thus causing a rough idle or possibly even stalling?
I’m wondering if he got a defective ICV? I have personally gone through a few.
