Update - Lock Unlock Issue resolved - It was the battery harness popping off! Stupid thing.. When I was volt testing it was testing fine because I'd pressed down the damn thing. Anyway newer battery purchased with a wrap around harness on it so thats one issue fixed.
Checked Test 6 again just to double check and its 16.9/3.0 (I can only assume I mis read/remembered it yesterday or had not read it after it updated) - Car started breifly and cut off again fuel didn't move an inch so likely it's grabbing the small amount of diesel grav feeding into the injectors. I am now 99.99% sure the pump is the culprit, The fact there is no sound or vibration and the tank is not returning to 1.4L pretty much confirms it now.
I will update tomorrow* when the new pump supposedly arrives!
