Forgive me, but don't the Police have to prove that you were careless driving, speeding etc etc??

In England, this could not be upheld in court without video evidence or independant witnesses etc etc.

'Paced' - you mean he followed you and timed you over a distance - hence was able to average your speed (speed=distance/time). Over what distance were you paced? Where was the starter/end marking, was it daylight? Over a short distance, what error factor is there? etc etc etc

Get yourself a lawer and fight.
