Light intermittent squeaking/squealing, goes away when brakes are applied

At first I thought it was a wheel bearing, changed it, didn't resolve it. Then I thought maybe caliper was sticking, so changed that too, also didn't resolve it. My suspicion is that the pads are not being held tight and making noise and i noticed the inner pad doesn't seem tight in the piston bore.

The noise is intermittent and at road wheel speed so I know it's downstream of the differential, and the biggest clue (IMO) is the noise goes away completely even with light brake pressure. It sounds like the right front. What are ya'lls thoughts? PAGID rotors and pads. I used disc brake quiet on the back of the pads where they meet the caliper. Brake hardware is all new (pins, bushings, springs).
