Nevermind, I'm a complete air head.

It turns out the flat part is a seat for the washer to sit on between the hex head and the bolt threads. I found the old washer while dumping the old oil into a couple jugs. I put the new one on and torqued it to spec.

Ugh, what a waste of 40 minutes.
