You're not understanding it, cause this report came from Israeli intelligence, which is only one third of the collective that thought Hussein had the WMD's.
Then again, an Israeli foreign affairs and defense committee member said in early 2004 that "Israel didn't want to spoil President Bush's scenario" (read: pretext), and that's why they didn't go public with their assessment that Iraq didn't have the means to launch WMDs.
The majority of Israelis sure did love it when Saddam was ousted.

Israel being the only Democracy in the Middle East (Iraq ain't close yet), is allegedly why the US is so quick to take action against enemies of Israel, and as this US President knows, it helps to be closer to the oil.
A war between Iran and Israel may indeed be a joke, but Israel knows it cannot openly engage an Islamic country in the modern era without risking endangering its citizens within its own borders. What do you think the radical Islamists would do? They'd likely sign up a ton more "martyrs" and start doing some massive damage to the population and the infrastructure.
It's all so complicated, cause one move by one set of countries, begats a counter-move by another. I just hope when the politicians in Iran begin the risk assessment, they'll see they need to come to the table.
