I'm at about 12mpg city driving also in San Francisco These hills really suck. I have about 11k miles on our 2005. Even when I do some highway driving, my combined is still about 14-15mpg. I might look into a new 3 series wagon... Better gas mileage, has the space I need, and still a BMW.
