Panhandling for drug money yes, but I've never had a panhandler of any age accept an offer of food, employment, or directions to a shelter. Everyone wants money or a smoke.

I don't think you can oversimplify the situation in NYC by simply implying that City Harvest is the answer to everyone's problems. Especially since you don't live here (even though you might have prior to living in FLA)
