let's recap:
cop pulls you over because you did something illegal. (trivial, yet still illegal, and by the way, the resason LEO's pull people over for license plate violations is because most cars with license plate violations were or are in the process of being stolen and the LEO is attempting to possibly recover a stolen car, but I'm sure he just pulled you over because he was jealous of your Rover...
