Dinan- I know how you must have been feeling. Few people want to be told what to do/persecuted on their own property, it'd rile me up too. As others have said, the PO was probably doing what he was trained to do: react to suspicious activity. I'd rather have a PO who erred on the side of suspicion than one who ignored someone doing burnouts in a parking lot. He was probably more looking out for your business (which at the time he didn't realize was your lot and building) than bored and looking for some heads to crack. He might well be pissed about your reaction and attitude towards him, and may indeed be acting in a vengeful way to you and your brother, but if you break the law, he has every right to write you a violation. The detriment would be if he's spending an improper amount of time waiting for one of you guys to screw up when he should be looking for violations and crime elsewhere.
You could avoid this situation by getting familiar with the local PO's (as a business owner that's a great idea and a great asset), and let them know that you'd be using your lot for some fun behind the wheel. Kinda like throwing a party and inviting the neighbors so no one complains about the noise
You might have to man up and apologize to the PO for the way you handled things to simmer it down.
