I'll try my best in order:
The later years are obviously better, but any year CPO'd would be fine. Window regulators seem to be the biggest issue.
There are a fair share of mods. available for what you're looking for in regards to looks
As for the Angel Eyes, you DO NOT want an '03, they are impossible to bake open. You would want an '02 or earlier. If you do get an '03, you'll need to get a set of headlights from an '02 or earlier. The X5 got a facelift in '04 so those have AE's already but the headlights will not fit pre-'04 unless you change the lights, fenders, hood, etc...
