C00D11C6 is some type of WMP generic error message that is plaguing users around the world (you saw all the google links), yet it is not listed among all of the WMP error codes:

Is that messed up or what?
Questions:
Will it play a static file from your hard drive?
Will it stream video if you shut down your firewall?
If yes, does your firewall have active scripting turned off?
Did you try uninstalling and reinstalling WMP?
I've been having alot of problems with my 4 year old computer (AMD XP 3200, 2GB RAM) - the computer is more than capable, but my XP installation is probably filled with bad registry entries and orphan files from years of installing and uninstalling programs. So I took drastic action - I bought a new computer from Costco last week.
Edit: I just saw your post in Blondboi's TV thread. I bought an HP computer from Costco that comes with a 21" widescreen monitor. The computer is $1399, but the monitor is selling for $500 by itself (also Costco). The monitor is rated at
1680x1050 which is better than 720p and a little below 1080i HD resolutions. My non-HD DVD's look great on this monitor.

Note: There is also a 20" BenQ LCD widescreen for $299 from Costco. Don't know much about it, but the price is DIRT CHEAP.
