I had a torrid time trying many blutooth headsets. I tried the newer 645s plus the BlueSpoon AX2s (my favs but left me an ear ache) and now I have the Flamingo (awesome battery life, range and clarity and very easy on the ear)

The noise and static issues depend on the phone-headset combination and is very difficult to diagnose. I suggest you try a new headset. Plantronics are known not to work well with Treos and some versions of Razor.
