Yes, that's the compensator cable (I actually have one in the rear compartment) that you use to boost the signal quality (it's some small amount) for the cell signal.

I actually ordered (backordered) a snap-in a few months ago when we first started talking about the release date when the part number was released. The part number I ordered is different than the one on the snap-in retrofit instructions.
