wheel balance is very critical, imo.

I had the same deal for 4 yrs.: everything "checked out" and
new front rotors&pads, under maint., only subdued the prob.

A very careful wheel balance at a quality shop took care of
my shakes. Then, a new-to-me set of 132s with orig rubber
completely alleviated the prob., though I suspect as they
wear more, it will creep back in.

The wheel shimmy deal is not uncommon, however, and difficult
to diagnose and harder to "fix". There are pages of posts on
this situ, here on DaBoard: some have had success with diff.
