I don't think it's quite that simple. There are still many specific requirements one must meet before self-defense can be claimed succesfully. The no retreat part of it just takes away the requirement that you try retreat before resorting to self-defense. (The "why didn't he just run" Monday morning quarterbacking.) Then you would still have to meet the requirements for self-defense, which I will not go into.
Having a no retreat law doesn't mean that one can just shoot whomever enters their space. I know that's not exactly what you meant but I'm sure that there are people who fear that will be the result of that law. California is a no retreat state.
