A manual civic or celica would be my vote. Reliable, small, relativiely low insurance, not all her friends will be able to drive it, and a bit more difficult to drive if she's had a few too many drinks (I know she's only 16 - drinking etc is not out of the picture).

Another smart consideration is the small backseat too.
