HL2 is very demanding on your system as are most newer games (  ). All I could suggest without knowing more about your system is to lower the video settings. Turn off AA, HDR, lower Anistropic filtering and try playing on 800x600 or 640x480 resolution. You might try setting the sound quality to low also. It could be that some of the sound issues you're having are due to the graphics problems.

I ended up doing as you said, lowering the settings. It didn't solve the problem, but made it playable. I could have (I think) solved the problem by using one of my other computers to play it, but I didn't want to...
