finally got some time to day to work on this computer, after trying a few things the other days as and still the problem didn’t go away tonight I ran a SFC /SCANNOW before I start messing with the registry and uninstalling IE, after running SFC /SCANNOW (system file checker) I rebooted the pc and them I gave it a try and Bang the problem was gone
now i can go to bed with less problems in my head
anyway thanks to all those that chimed in with suggestions.
