But in SoCal, if you look down a large stretch of freeway from an elevated point, you'll see that -- strangely -- MOST cars are in the LEFT most lanes rather than the right. Simply put, if you want to pass slower traffic, you usually have to do so on the right.

Most of the world understands the concept of "keep right except to pass," and NorCal sorta does ... but SoCal just has NO concept of it whatsoever, and I have no idea why.

Think about it: most traffic bottlenecks are caused by peoples' inability to pass slower traffic and it causes a chain reaction.
