Exactly....they investigate these companies for fraud, find them guilty, fine them, and then give them more no-bid contracts.

I wish I could get some no-bid contracts, but every time I have done business with the military (many times), I always have to submit a bid and wait to find out if we won the contract, which is usually only around 20% of the time.
