The Geneva Convention outlines nothing about when a country can and can not go to war, only how war should be conducted.

The UN Charter does not prohibit any country from engaging in war and has proven over a long period not to have the enforcement capability to do anything about it anyway.

Any law without enforcement is not going to be much of a law, even if there was language in the UN Charter that stated you could not go to war, the UN can’t do anything to stop it.
