yes but we have the largest army and sometimes as with any planning it gets rather complicated to keep track and not get wires crossed. unfortunately its not quite as simple as wires crossed since lives are lost but thats why its considered an accident not necessarily a lack of training. i'm sure sportsmen get hurt but its not due to lack of skill
